Strange Part: Not Crit nor MiniCrit Kills

Adding this Strange Part to a Strange-quality weapon or cosmetic will enable it to track the number of players you kill that are not Critical nor MiniCrit attacks. Strange Parts applied to weapons will only count events triggered with that weapon.
